Because it is not an EU country, the institutional tuition fee rate normally applies to Ukrainian students. However, because of the war, they pay the legal rate of €2,209 in the current academic year. The universities have agreed that this arrangement will be extended by at least one year. This applies to both master and bachelor students. The UVN is in talks with the Ministry of Education, Culture and Science (OCW) for a structural solution.
Because the Ukrainians have had to flee their country, they are given the status of 'displaced persons' on the basis of European directives. This means for students that as non-EU citizens they do not need to apply for a student visa. However, they must register with the municipality, after which they receive proof through a simple process at the Immigration and Naturalization Service (IND) that they are allowed to stay, study and work here. The IND will extend this for as long as the conflict is ongoing.
Ukrainian students with money problems can qualify for financial support from the Ministry of Education, Culture and Science. €2.3 million has been made available for this purpose. The UVN also calls on universities to be lenient with the collection of tuition fees and to use the profiling fund or other emergency funds to help. The Limburg University Fund/SWOL also has a budget for this.
